&lt;p&gt;President Obama and top Democrats on Capitol Hill are deploying these and other stark predictions of doom and gloom to push through their economic-stimulus package. In terms not heard in Washington since the late 1970s under President Jimmy Carter's watch, the new president has sought to terrify Americans into supporting the $800 billion-plus bailout bill.&lt;/p&gt;
&lt;p&gt;While President Bush was accused shortly after taking office in 2001 of "talking down the economy" - and for saying the economy was "slowing down" - Mr. Obama is using ever-heightening hyperbole to hammer home his message. But the strategy brings great risk for the "Yes, We Can" man, who just three weeks ago told America in his inaugural address that despite "a sapping of confidence across our land," his election meant Americans had "chosen hope over fear."&lt;/p&gt;
&lt;p&gt;"Mr. Hope has to be careful not to become Dr. Doom," said Frank Luntz, a political consultant and author of the book "Words That Work: It's Not What You Say, It's What People Hear."&lt;/p&gt;
&lt;p&gt;"The danger for him is using the Jimmy Carter malaise rhetoric, particularly for Mr. Obama, who was elected because people thought he was the solution. There's only so much negativity they will tolerate from him before they will feel betrayed," Mr. Luntz said.&lt;/p&gt;
&lt;p&gt;Brad Blakeman, a senior aide to Mr. Bush from 2001 to 2004, said the new president's language is immature.&lt;/p&gt;
&lt;p&gt;"It's not presidential. An American leader needs to be hopeful and optimistic - and truthful. Everything he says is parsed; everything he says is searched for deep meaning. When he goes to 'DefCon 5' on the economy and says that we're on the brink of catastrophe, it's absolutely insane."&lt;/p&gt;
&lt;p&gt;With his fiery rhetoric, the new president runs the risk of terrifying consumers and investors, which could depress the economy even further. While the economy is bad, it is a far cry from Great Depression levels, when as many as 30 percent of Americans were unemployed, compared with the 7.6 percent now.&lt;/p&gt;
&lt;p&gt;Every president must walk a rhetorical tightrope when talking about the economy, a lesson Mr. Bush learned quickly, being bashed just after taking office for delivering somber news. The United States was just entering a mild recession - it had been in one, it turns out, for about nine months - and the new president said so.&lt;/p&gt;
&lt;p&gt;Liberals went berserk.&lt;/p&gt;
&lt;p&gt;"Every time we turn around, this guy is bad-mouthing the economy. Is that lifting our spirit or dumping on it in order to sell his tax cut?" liberal comentator Bill Press said on CNN. Newsweek's Jonathan Alter, in an article headlined "Thanks Ever So Much, President Poor-Mouth," said, "Even if Bush turns out to be right in his predictions of gloom, that doesn't mean he was right to make them." The New York Times lectured Mr. Bush, saying that presidents were supposed to be "cheerleaders for the nation's economy."&lt;/p&gt;
&lt;p&gt;But Mr. Bush tried that, too. As the United States recovered from the economic devastation caused by the 9/11 attacks, the president constantly talked up the economy, asserting that the American work force could compete with any in the world, and he assured Americans that happy days were right around the corner. Even as the currrent recession took hold, he continued to portray the nation's future in optimistic tones.&lt;/p&gt;
&lt;p&gt;For all his effort, he was portrayed as a Pollyannish rube whose naivete so clouded his vision that he could not see the stark reality of the economic situation. How else to explain his optimism in the face of $4-a-gallon gas or exploding unemployment, or presidential statements a year ago, such as "I don't think we're headed to a recession, but no question we're in a slowdown."&lt;/p&gt;
&lt;p&gt;Mr. Obama has gone much further than that. Just Friday, Mr. Obama said a report that 600,000 jobs were lost in January meant "it's getting worse, not getting better. ... Although we had a terrible year with respect to jobs last year, the problem is accelerating, not decelerating." Last week he said, "A failure to act, and act now, will turn crisis into a catastrophe."&lt;/p&gt;
&lt;p&gt;But he isn't the only Democrat ramping up the rhetoric while talking down the economy. House Speaker Nancy Pelosi of California said last month that our economy "is dark, darker, darkest." Rep. David R. Obey of Wisconsin said, "This economy is in mortal danger of absolute collapse." And Sen. &lt;p&gt;One thing I will disagree with you on.  I was a Recon Marine in '69 - '71.  Our motto was "God - Country - Corp".  Self never comes into play.  You cannot do what is necessary if you put yourself ahead of others.  When you are talking about country, you are not talking about land, people make a country. &lt;/p&gt;

I currently live in a foreign country. On this island it is difficult to find anyone who's family has not been touched by terrorism. A school teacher I know watched her husband as he was shot down like a dog in the street for speaking out against the Muslim terrorist. Families torn apart, husbands, wives, and children murdered. Bombings are a constant threat, as is the threat of kidnappings. Several bombs were found by the police last month and disarmed, one across the street from my home. Three teachers and several children were kidnapped from a school just down the street a week later. This is where I believe America is headed. I have three children living in the U.S., I fear for them and my grandchildren. How long will it be before they see a bomb disposal truck across the street from their homes? I only live here because I cannot afford to live in the U.S., I am on a VERY small VA disability for cancer. I filed an agent orange claim in 1992, it was denied, three times. So far I have yet to find a VA rep who is really interested in his job enough to continue the fight, so I live here. I cannot get VA health care here, there is no clinic, I cannot get my medications, they won't send them here. I could live with my kids but I do not want to put that burden on them and I refuse to live in government housing, even if I could get in, which I doubt. I do not live in fear, I have placed my Marine Corp flag in the front window, I go where I please, when I please. I believe terrorist are cowards, they don't want to come after someone who will fight back. Missionaries, "peace corp" volunteers, teachers and others like them are the targets. Regardless, you and I both understand how fragile democracy is. Most Americans believe the United States could never fall, they are wrong. I don't care that Obama is black, or that he was a member of a church that preached hate against whites, or that he was raised Muslim. What worries me now is that some stupid redneck with a 30.06 and a 12 power scope with take it upon himself to "save" America. If that happens, the black community will riot in every city in the United States. The white and Hispanic communities will be the targets of their hate. The Hispanics will retaliate, against blacks...and whites (you also need to remember that Mexicans have always believed that Texas, Arizona, New Mexico, and California still belong to Mexico!) M13 will recruit many soldiers. Whites will be forced to defend themselves, and they will retaliate against Hispanics and blacks. It will be a "good, bad, and ugly" situation. But if we think the muslim population will just sit back, we are mistaken, they will see it as their chance to further destroy American life as will many other groups that until that point have been silent. The military will be fractured and unable to defend itself, much less Americans. All federal, State and local services will fall apart. Police, fire, and medical services will be over burdened to the point of uselessness. America will fall into anarchy within a week. All this can happen with just one shot. As I said, a majority of Americans, mostly whites, sit in their nice homes, go to their jobs in a nice car, go to dinner once or twice a week and just cannot imagine life will ever change. As much as I disagree with Obama's policies, his liberal agenda, and the socialization of America....I hope the Secret Service protects him better than any other President in history. If they do, America just may survive.&lt;/p&gt;

"Nobody wants to make that mistake this time around."
&lt;br/&gt;This comment from Bernstein summarizes the prevailing mood of the Obama administration as it looks to take over the reins in January.  So, what does this mean for you, the taxpayer?
&lt;br/&gt;Unfortunately, more government spending.
&lt;br/&gt;Obama has just recently announced plans to spend at least $700 billion in order to stimulate the economy. This figure includes New Deal-styled programs that will explode the size of government, and dramatically add to the national debt—money that will be owed by generations to come.
&lt;br/&gt;Talk about redistributing the wealth!
&lt;br/&gt;Despite the obvious problems with government spending even more money when it should be cutting spending, Obama is projected to sign into law a new "Raw Deal" for the taxpayers within days of becoming president—if not even on the day he is inaugurated.
&lt;br/&gt;The justifications you will hear for this new spending all revolve around the "New Deal" policies of the Great Depression, so we thought you should know the truth about Obama's "Raw Deal" and the myths behind what really pulled the U.S. out of the Great Depression.
&lt;br/&gt;Here's a hint: &lt;em&gt;It wasn't FDR&lt;/em&gt; .
&lt;br/&gt;Like Democrats, "many people are looking back to the Great Depression and the New Deal for answers to our problems," says George Mason University Economics Professor &lt;a href="http://www.nytimes.com/2008/11/23/business/23view.html?_r=4&amp;partner=permalink&amp;exprod=permalink"&gt;Tyler Cowen&lt;/a&gt; . "But while we can learn important lessons from this period, they’re not always the ones taught in school."
&lt;br/&gt;What Cowen means is that the conventional wisdom of the Great Depression is absolutely wrong: Government spending did not save the economy.  "In short, expansionary monetary policy and wartime orders from Europe, not the well-known policies of the New Deal, did the most to make the American economy climb out of the Depression."
&lt;br/&gt;&lt;a href="http://newsroom.ucla.edu/portal/ucla/FDR-s-Policies-Prolonged-Depression-5409.aspx"&gt;Harold L. Cole&lt;/a&gt; , an economist at UCLA, agrees with Cowen:

&lt;/p&gt;&lt;p&gt;"The fact that the Depression dragged on for years convinced generations of economists and policy-makers that capitalism could not be trusted to recover from depressions and that significant government intervention was required to achieve good outcomes. Ironically, our work shows that the recovery would have been very rapid had the government not intervened." &lt;/p&gt;&lt;p&gt;
&lt;/p&gt;&lt;/blockquote&gt;&lt;p&gt;
&lt;/p&gt;&lt;p&gt;This is the danger we face with Obama and his "Raw Deal" for taxpayers.  Instead of staying out of the economy and letting it work itself out, Obama is continuing the same policies as those of FDR and the Bush administration and spending taxpayer money that will have no positive results.&lt;/p&gt;&lt;p&gt;
&lt;/p&gt;&lt;p&gt;And it's not just the spending we have to be worried about under an Obama administration; it is the regulatory policy that may come as a result of using capitalism as a scapegoat for the recent economic crisis. &lt;/p&gt;&lt;p&gt;
&lt;/p&gt;&lt;p&gt;"There is a familiar urge to restrict those who got us into this mess, but regulation is a nasty business—nasty because the law of unintended consequences is always there to show us how we got it wrong," says &lt;a href="http://www.newsweek.com/id/168626/output/print"&gt;Thomas F. Cooley&lt;/a&gt; , the Richard R. West Dean Of New York University's Stern School Of Business, and Lee Ohanian, an economics professor at UCLA. "The danger we face at this fork in the road is the conventional wisdom that associates more regulation with better regulation and more restrictive policies with less risk. History teaches us that the opposite is usually true and that the costs of getting it wrong can last for decades."&lt;/p&gt;&lt;p&gt;
&lt;/p&gt;&lt;p&gt;If Obama is to learn anything about the economy from the lessons of the Great Depression, let it be that government intervention is like sending a car mechanic to perform open-heart surgery.  The complications that arise will have long-term, catastrophic effects.&lt;/p&gt;&lt;p&gt;
&lt;/p&gt;&lt;p&gt;What better example of this than Fannie Mae—a product of the New Deal that is now at the heart of today's economic problems.&lt;/p&gt;&lt;p&gt;
&lt;/p&gt;&lt;p&gt;The Libertarian Party and our members have been saying this from Day 1 of the economic crisis (and for many, many years before): Government is not the answer. &lt;/p&gt;&lt;p&gt;
&lt;/p&gt;&lt;p&gt;Our solution? Less is more.  That is, less government is more economic prosperity. &lt;/p&gt;&lt;p&gt;
&lt;/p&gt;&lt;p&gt;Essentially, get government out of the way so that the market can adjust.  This path will not be without its bumps and hardships, but it's best for the long-term economic stability of the nation. What would have taken three or four years to fix through the market will now take at least a decade because of government intervention.&lt;/p&gt;&lt;p&gt;
&lt;/p&gt;&lt;p&gt;In the coming days of financial woe, and the coming years of the Obama administration, remember the lessons of history and challenge those around you to avoid continuing the myths of government effectiveness, especially when it comes to economic policy.&lt;/p&gt;&lt;p&gt;

The conventional wisdom is that the tax rebate signed by President Bush last year failed to stimulate the economy. But there is now pretty good reason to question that wisdom.

The argument that the rebate didn’t work is based on the notion that it didn’t lift consumer spending very much. In the second quarter of 2008, when most of the rebate checks were sent out, consumer spending rose at an inflation-adjusted annual rate of 1.2 percent, not much above the 0.9 percent rise in the first quarter. 

Look closer, though, and the argument becomes flimsier.

For one thing, growth in consumer spending was falling throughout 2007 and 2008. In 2007, it fell sharply between the first and second quarters, was flat from the second to the third, fell from the third to the fourth and then fell again from the fourth quarter of 2007 to the first quarter of 2008. It then rose, albeit not by much, in the second quarter — before plummeting, with a decline of 3.8 percent, in the third quarter. Those numbers seem to suggest that spending would not have risen 1.2 percent in the second quarter without the rebate. 

The most compelling evidence, though, comes from a chart that we ran in The Times today. It separates consumer spending by those households below the 95th percentile of the income distribution from spending by those in the top 5 percent. Households in the bottom group generally received the rebate. Households in the top group generally did not. 

Guess what? Spending by the bottom group spiked in the second quarter. Were it not for a big pullback by the top group, overall spending growth would have been much higher.

This is not iron-clad proof. The data on income groups is based on a Federal Reserve survey that isn’t perfect. Even if it were perfect, drawing a precise line between cause and effect would be impossible. Still, the numbers seem fairly persuasive. They have helped to change my mind about how well the tax rebates worked.

That said, a tax rebate may not work so well in 2009. People seem disposed to save more of their money today than they did a year ago. But my guess is that the tax rebates in the current stimulus plan will help spur the economy. Depending how much worse the economy gets, considering additional rebates may even make sense.

In a conference call with reporters Friday, Education Secretary Arne Duncan touted the federal stimulus package, which includes $100 billion in new funding for public schools.

Meanwhile, local educators are hopeful there will be more leeway in how they spend some of the federal dollars they have.

Last year Clark County, the nation’s fifth-largest school district, received about $60 million in Title I money, which goes to schools serving the highest percentages of students from low-income families. Ten percent of that money must be set aside for “school choice” — offering transfers to students at low-achieving campuses who want to attend a more successful school.

Districts must also set aside 10 percent of Title I funding for tutoring.

For the current academic year, roughly 30,000 Clark County students qualified for school choice. Fewer than 300 took advantage of the opportunity. If the law would allow it, the district would shift the unspent money where it would do more good, said Charlene Green, deputy superintendent for student support services.

The Sun asked Duncan whether there was an appetite in his office to reconsider some of the conditions on Title I funds.

“There’s absolutely room in our office to do that,” Duncan said. “As we get into the regulations and the guidance, we want to address those types of questions. Those kinds of ideas and thoughtful flexibility, I want to be very responsive to.”

If Nevada wants to improve its dismal dropout and graduation rates, schools will have to do a better job of tracking students. That’s the message Keith Rheault, Nevada’s superintendent of public education, delivered this week to the Assembly Education Committee.

With the nation’s governors agreeing to use a common formula for calculating graduation rates, accuracy will matter more than ever, Rheault said.

Under the new formula, schools can boost their graduation rates by removing students from the rolls when they transfer to another school or earn their diplomas in an alternative program.

Rheault said he’s heard of school districts in other states pushing the envelope to bolster graduation rates. Some require little more than word-of-mouth as proof that a student has transferred to another school, rather than dropped out.

Nevada will require proof, Rheault said.

“You can’t just take word-of-mouth,” Rheault said. “You need documentation.”

Rheault said Nevada’s graduation rate could jump significantly once the switch is made to the new formula in the 2010-11 academic year. The Education Department currently reports the state’s graduation rate at 67.4 percent, although some outside reports put it as low as 50 percent. Under the new formula, Nevada’s graduation rate could be as high as 80 percent, which would move the Silver State’s ranking from near the bottom to the middle of the list nationally.



If you ask Clark County high school students which math test they worry about, odds are the answer is the statewide proficiency exam, which they must pass to graduate.

The district’s common semester tests, intended to measure how well students are learning the course material, aren’t on most kids’ radar.

That might be one of the reasons for the high failure rate on the semester test, said School Board member Chris Garvey, who was elected in November.

Though the district’s overall performance improved in January compared with last year’s results — the first time the test was given — failure rates were still as high as 84 percent among high school algebra students.

Garvey says she’s concerned some students aren’t giving the test their full effort because it isn’t “high-stakes.” When students don’t pass the statewide proficiency exam, “there’s a consequence,” Garvey said.

Indeed, the test is even less important to students at some high schools than others.

Campuses were given leeway in how much the test would count toward students’ final grades, provided it be no more than 20 percent.

Schools are using a range of percentages, from 5 to 20, Ebert said. Some principals allowed individual classroom teachers to decide their own percentages, rather than setting a campuswide standard.

Clark County Schools Superintendent Walt Rulffes has said he would like to see uniformity in how the common semester tests are counted in final grades. But for now, the decision is being left to individual schools.

In his brief time in office, the president has overseen three massive new spending initiatives — the $787 billion stimulus bill, the trillion-dollar financial stability initiative and, most recently, the $275 billion mortgage assistance program.&lt;br/&gt;&lt;br/&gt;That’s a lot of activity, and a ton of money, but so far the reaction to the new administration’s programs has been decidedly negative. Investors, among others, have panned the plans; the stock market is off nearly 10% from the day before the inauguration, or more than 800 points on the Dow Jones Industrial Average.&lt;br/&gt;&lt;br/&gt;Yesterday, in fact, we crossed a truly alarming divide. The Dow Jones average closed at its lowest point since October 2002, the bottom of the last bear market. The S&amp;P 500 fell to 779, barely above the intra-day low of 741 of last November. For many market analysts, if the market crashes through that recent benchmark, it will next move significantly lower. Ouch.

&lt;br/&gt;Barack Obama took the oath of office exactly one month ago Friday, a day where he was greeted by adoring throngs. They expected big things from the man who railed against the last eight years, particularly on the economy.

&lt;br/&gt;
&lt;br/&gt;So how's he done?
&lt;br/&gt;It depends on your point of view, of course, but one thing folks on both sides can agree on is that it has certainly been one whirlwind of a first 30 days. Everyone knew going in that the problems were big, the problems were mounting and that the inbox for the incoming president was overflowing.
&lt;br/&gt;
&lt;br/&gt;




&lt;br/&gt;So far, the country and even the world are still engaged in pretty much anything this president does. The Blackberry-clutching candidate joked on the campaign trail that a president needs to multitask.
&lt;br/&gt;Well, he’s gotten his shot at it so far. It’s been a rapid-fire month of successes and pitfalls.
&lt;br/&gt;He's even been able to hold onto that Blackberry, something he would consider a success.
&lt;br/&gt;&lt;strong&gt;&lt;strong&gt;The pluses &lt;br/&gt;&lt;/strong&gt;&lt;/strong&gt;He won the biggest fight so far. History will record that the 44th president passed the largest economic bill in the history of the country, and he did so in under a month while retaining high approval numbers. Not an easy feat in this 24-7, live-blogging, always-Twittering media culture.
&lt;br/&gt;Obama’s election and inauguration gave him tremendous good will, which he capitalized on to push through his top campaign priority. The trick now is to convince the public to give his program some time to work. It's something the White House is mindful of, and so are the Republicans.
&lt;br/&gt;In fact, congressional Republicans have been surprisingly unified and combative with the new president. In many respects, while they lost the stimulus battle, they’re still engaging in a spin war about whether it can work. And we may not know for sure who wins this spin war until Election Day 2010 (or even 2012).
&lt;br/&gt;&lt;strong&gt;&lt;strong&gt;The minuses &lt;/strong&gt;&lt;/strong&gt;&lt;br/&gt;However, Obama’s attention to the big picture may have gotten him in trouble with all the small stuff. There were a myriad of small flames below the clouds.
&lt;br/&gt;They lost the spin war at the outset of the stimulus when zero House Republicans voted for the plan.
&lt;br/&gt;The Obama team members set themselves up to be graded on this bipartisan stuff, since they made such a big play for it. And it really hurt that Republican Judd Gregg, a true conservative, withdrew his name from the much-maligned commerce secretary post (still vacant, by the way).
&lt;br/&gt;Politically, it's not such a bad thing to attempt to reach out as long as the White House doesn't find itself compromising to the point of losing some base Democrats. So far, that hasn’t happened — even though there have been some rumblings from the Left.
&lt;br/&gt;The days of the nominee tax problems — particularly those of former Senate Majority Leader Tom Daschle, who was supposed to be the White House’s health-care shepherd — were the darkest for the president. He was losing the stimulus spin war, and then perhaps his most loyal supporter and key ally. Without Daschle, it’s hard to picture Obama winning all of those superdelegates.
&lt;br/&gt;




&lt;br/&gt;





&lt;br/&gt; 









Embarrassingly, on the same day Daschle and Chief Performance Officer-designate Nancy Killefer withdrew, the president was forced into a prime-time round of “I screwed up” mea culpas, instead of selling his stimulus bill on the evening news programs, as was originally planned.
&lt;br/&gt;Former Clinton Chief of Staff John Podesta, who led the Obama transition, confessed Friday that he knew of the problems and that he, well, “screwed up.”
&lt;br/&gt;"I take the blame for this,” he told Bloomberg News. “We may have made bad judgments like in the case of Nancy Killefer or some of the others, but it wasn't that we weren't aware of the issues."
&lt;br/&gt;
