The best way to learn HTML is to actually write the HTML code in a text editor. That being said, most WYSIWYG editors allow you to edit the code they generate, so you can see how it's built.

The problem is that many editors generate clumsy, non-optimized, and non-compliant HTML. As long as you understand that fact and take the code with a grain of salt, then here's my recommendation:

Macromedia Dreamweaver

Dreamweaver is now owned by Adobe. It is a very robust editor, containing one of the best text editors as well, so once you graduate from WYSIWYG to editing code directly, you can still keep using it. Plus, the HTML it generates is actually not too bad compared to most other editors.

Personally, I use Dreamweaver by Macromedia/Adobe. This is mainly because of the excellent syntax highlighting and built in ftp functions (easy uploading to remote server). It can also be used to build css files and write some html (although I suggest staying away from this, the mark-up it usually writes is inflated and not efficient). So nice basic text-editor with hot-key ftp uploads.

For a more light-weight free editor, I've used Crimsom for windows ( http://www.crimsoneditor.com/ ). It also has syntax highlighting and some other nice features and runs pretty smoothly. For linux, just use any text editor (emacs, vi, nedit, pico). You can most likely get syntax highlighting to work with any of these editors. For Macs, I hear BBedit is pretty solid and has some ftp capabilities and project management tools, but not free.

I can see you've already gotten a lot of good suggestions. Although it's been a while since I've used a WYSIWYG editor, I do remember Coffeecup being an excellent program, and Dreamweaver is very popular. The only firm piece of advice I can offer is NOT to get Frontpage. Frontpage is notorious for generating terrible HTML that will not work on many browsers and may look different under operating systems other than Windows. I can't stress enough what a terrible program this is, no matter how easy-to-use it appears.
